What's "on avance..." mean?

If you're curious about the phrase, "on avance toujours, et vous?", it is a classic line from a well known parkour video by David Belle. See it here: [link]
I think the phrase exemplifies much of what parkour aims to be in both the physical and mental sense. The best translation I can think of is "One is always moving forward; what about you?" Though superficially an accusation, as the pronoun "On" ("One") seems to refer to the world at large, it hints at the challenge of overcoming obstacles by moving forward.
